Last year 122 countries adopted the United Nations treaty to eliminate nuclear weapons. The United States and the other eight nuclear weapon states stayed away\, and all of them are modernizing arsenals.\, while US- Russian Cold War arms control treaties are unraveling and tensions are growing.
